Problem:
cleartool: Error: Unable to contact license server on host "192.168.0.95": specified host is not a license server.


[vobadmin@localhost var]$ clearlicense
Licensing information for ClearCase.
clearlicense: Error: Using host "192.168.0.95" as license server, but it does not
have a valid license database.
License server "192.168.0.95" specified in /var/adm/rational/clearcase/config/license_host.

Solution:
create a license.db file with a valid CC Atria license in /var/adm/atria
