    The queue manager cannot be restarted or deleted because processes, that were previously connected, are still running.

    When you run dltmqm you get the following message

    -bash-3.1$ dltmqm <Queue Manager Name>
    AMQ8041: The queue manager cannot be restarted or deleted because processes,
    that were previously connected, are still running.
    Process 756 is still running.
    Process 699 is still running.

    You probably have a running queue manager or running listener, stop Queue Manager with endmqm <qm name> and stop listener with endmqlsr
