If you have installed Oracle XE on Linux you need to add these two lines you your bash user profile to be able to run SQLPlus

#####################################
# Set up Oracle #
#####################################
export ORACLE_HOME=/usr/lib/oracle/xe/app/oracle/product/10.2.0/server
PATH=$PATH:$ORACLE_HOME:$ORACLE_HOME/bin
#####################################
