if you have say CENTOS from a provider, you may find that when you have installed IBMHTTP (IHS) that when you type apachectl start that the search path finds the apache server installed on the OS by default as opposed to IHS.
A tip is that you need to use:
./apachectl stop ./apachectl start as opposed to: apachectl stop apachectl start
